Amendment X

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
This amendment furthers the constitutions principle of federalism, by saying that powers not given to the federal government will be reserved to the states or the people. This means that any rights not listed in the Bill of Rights or the Constitution will be left up to the States and the people.

Silly guys talking about the 10th amendment.
